CHESHIRE EAST LOCAL SAFEGUARDING CHILDREN BOARD

Cheshire East Local Safeguarding Children Board (LSCB) is the key mechanism for agreeing how relevant organisations in the Local Authority area co-operate to safeguard and promote welfare of children and for ensuring effective practice. LSCB’s work contributes to wider goals of improving the well-being of all children, with a particular focus on the aspects of the ‘Staying Safe’ outcome.

The Board was established in April 2009 following local government reorganisation when the former Cheshire County Council was split to form two distinct unitary authorities. This significant change affected all aspects of services to children and families, including how the Local Safeguarding Children Board functions would be exercised under the new arrangements.

The Challenge

The newly-formed Cheshire East LSCB wanted a safe transition of the work of the former Cheshire LSCB and its partner agencies, to guarantee safeguarding and that promoting the welfare of children remained a high priority.

The LSCB covering Cheshire East needed to review the training needs of its multi-agency workforce. The evaluation exercise was to enable planning of a three-year training programme, ensuring that their Business Plan for the period 2011-14 was based on an accurate understanding of employee needs.

The Athena Solution

Athena carried out a Training Needs Analysis across partner agencies covering levels and type of demand; we designed a detailed survey assessing training and awareness in all areas of safeguarding. We built in wide ranging questions to measure levels of training in Working Together to Safeguard Children 2010, surveyed staff by means, collated results and presented these in a comprehensive report. We delivered the entire process within agreed deadlines.

The Outcome

The training needs analysis and the resulting report more than met the criteria set out by the sub group, facilitating a comprehensive plan to be developed for future safeguarding training in Cheshire East.
